Confusion regarding from which district to get obc certificate

Sir, in the notification of upsc regarding reservation (only caste mention in center list) for obc candidates it is given that candidate needs to get certificate from the district officer or any other officer of district from where his parents ordinarily resides.
But in the note 3 of notification by upsc it is written, OBC claim of the candidate will be determined in relation to the state(or part of the state) to another should, therefore, produce an OBC certificate which should have been issued to him based on his father's OBC certificate from the state to which he(father) originally belongs.
I have migrated from district hardoi (in UP) to city Lucknow (in UP) 1.5 years ago.
So i want to know as my father originally belongs to district hardoi but now we reside in city Lucknow, so from where i should get my obc certificate.
I already have my caste certificate based on state list from district hardoi which has been issued to me in year 2015. Will it be useful in getting new obc certificate based on center list.

Where your father born from that place you get your OBC certificate.

Get the official OBC NON CREAMY LAYER PROFORMA CENTRAL govt. format print out and fill the detail. Take the original caste certificate along with it to the DM office and ask the issuing officer to get this attested. The DM or equivalent authority officer will sign and stamp the proforma with the latest date. This you can use it as certificate for the exams in verification process. Thank you sir, but please let me know which DM office should i visit hardoi (where my parents were resides as it is their birth city) or Lucknow (where we all are presently residing)

Thanks sir for your quick response. But sir the certificate which is issued by tehsildar states that i am in obc list as per state government order, but in upsc i require certificate which clearly states that my caste is under obc list as per central government list. So if i will re validate my certificate then it will be as per state government list but i want a certificate which should declare that i am eligible for reservation as my caste falls under central government obc list(as provided as Gazette of india)
