What does mean of this
"Case stage = for fresh admission (without stay)"

It simply means that the case has not been admitted by the Hon'ble Court and you will have to appear and mention it for admission wherein the court would like to know from you certain things about the case. Without stay means there is no stay order as of now.

A.In case of Writ until and unless the High Court in admission phase be satisfied about the maintainability, the Hon'ble Court cannot permit the Writ Petitioner to proceed as well as to pray for any Stay Order against which such Writ has been filled. Until and unless there is Caveat filed by otherside, usually after admission of Writ , service of process is to be done upon Respondent.
