In a PSU, can an employee get reduced pension after retirement compared to his colleague who was also recruited/promoted simultaneously and governed by same set of service regulations/conditions and retired before to him?

If both of you were serving at the same scale and retired at almost the same time then it is quite surprising that there will be a difference in the pension amount. You need to seek proper clarification from the organization and then move a proper court to challenge it.
