are gated community roads meant for public use?

I have purchase a house from gated community that has 350+ houses.
Vila owner laid a road inside the vila . One of the neighbor land owner is asking us to open gate for public usage still he has good road besides.
We paid huge money and laid the road. But how he can enter our road. Is it legal? For privacy and security only we are choosing this kind of vilas.

When its a gated community then there is no provision for public road as gated community is supposed to be private property and the public are not supposed to use or come in unless approved by the host or the security. Send a legal notice to the landowner and the builder.
