CESC Debt Transfer

My mother in law had passed away 1 years ago and she had a shop. Over there, back in 2018 there was a bill dispute and a WP 16255 of 2017 was filled which was dragged to Calcutta High court later one but it was disposed off due to absence of petitioner. The case was moved to HC since CESC & my mother in law could not reach a successful negotiation. Now the problem is, CESC has send my father in law a notice to pay the debt or CESC will transfer my mother in laws debt to my father in laws meter.
We need to know whether transfer of debt is legal or not and we need a stay order. Additionally we need to drag CESC as well as the officer to court and human rights commission. My father in law has suffered by pass surgery, multiple brain strokes and currently dementia or similar disorder.
Please advice how we could stop the debt transfer.
Transfer of a debt is a concept which is purely not allowed but can be done so depending on certain facts and circumstances plus the legal position of the person who is inheriting the property. If there was a writ petition filed at the Hon'ble Calcutta High court then it was required to be pursued to get to the end of the matter.
