Refund for Membership done under fraudulent information

A company called GRANDURA LEISURE PVT LTD registered as a tour booking company approached for membership which included vacation stays for a certain number of days and dine-in at restaurants in the city. I had paid the amount of Rs 33,500 by credit card and had an agreement copy which mentions that I'll get a refund if not satisfied by their service which was stamped and signed by their representative.
On trying to actually book a service with them they started giving excuses and gave different information than what was told during the payment. For example, I was told that most of the 5* restaurants in the city would be available but during the actual booking, they have only shared a list of 6 restaurants.
I can request a chargeback on the credit card amount but it needs the merchant's confirmation.
How should I proceed to get a refund?
If you think that they are not providing what they had promised and there is deficiency of services then you can approach the consumer forum against them and seek your refund. You may also send them a legal notice before filing a case in consumer forum.
