A.Dear client,
If the bank is stepping out of their jurisdiction to recover the money of credit card bill as directions issued by RBI, then you can file a complaint with the RBI or file an injunction suit in the competent court.

A.Dear Client
If you have availed credit card from them if there are outstanding then you are required to pay them as credit card is nothing but a loan from the bank. Any loan taken has to be returned to the bank. Yes they need to follow certain process to recover the money and can't harass you. If they are harassing then you can file a complaint with the local police.
