Urgent: Education Institution not paying salary

I worked in a College as a teaching faculty and submitted my resignation notice in the first week of November stating that I would work till the first week of January (one month notice). The institution is now not paying my November month's salary stating that it is disputed since I'm planning to quit. They extracted work from me but refused to pay me so I stopped going to work in the second week of December since they have a history of not caring about their employees. Now they are only sanctioning 7 days' pay payment of December and still saying that November's salary is disputed, which does not make sense at all. Kindly tell me what options I have to deal with this situation.
The college is in the wrong here. As long as you did not violate any terms and conditions of your contract with them, they cannot restrict payment like this. You may send them a legal notice and threaten them with further legal action if they do not oblige.

You may get issue strong legal notice and before that you may approach Labor Commissioner office to solve the problem.
You can send the college a legal notice through your lawyer and ask them to pay your salary dues. On receipt of the legal notice either they will pay you the due salary or else they will tell you the reason for not paying and then you can take appropriate legal action if required.
