Legal help needed for online fraud

I was purchased a iPhone 11 mobile worth rupees 35000 by OLX. I was chatted with the owner of the mobile whose contact number was mentioned in the olx. The deal was final in 35000 by cash on delivery. But after recieving the mobile from courier man it was found clone/duplicate later. After i tried lot of times to contact him but his/her mobile found switched off. I complaint against him to police for registering FIR! but police refused to file FIR saying we don't have jurisdiction & you should have to go to consumer court. So what should I have to do for claiming compensation and also filing a criminal complaint against culprit? Kindly please help me.

It being a deal for a small amount that to against an individual so it is not proper for the Police to devote time. You may approach Consumer Forum against that guy and also Olx company.
You may approach the nearest consumer court, which is a National Consumer Disputes Redressal Commission, and file a complaint there. You may provide all the details you have against him. Moreover, you can also a file a complaint to OLX against the person as well.

The transactions done on OLX or quicker is not B2B or B2C means Business to business or business to Consumer rather they are C2C that is Consumer to Consumer hence you cannot go to the consumer forum against this. This is actually fraud and crime and police should accept the report to start the case.
