A.Dear Client,
File before the concerned civil court for the issuance of the death certificate. Under Section 108 of the Evidence Act, a person who remains missing and has not been heard of by persons who would have usually heard of him for seven years is presumed to be dead for all legal purposes. You will need the FIR copy and the police report for such a purpose. If the court is satisfied the court will declare him dead and you can apply for his death certificate before the concerned authority.
Thank you

A.Dear Client
I don't think any body or authority will be able to do that unless there is conclusive proof that he is dead. As per the law a person missing for more than 7 years is considered and assumed to be dead but a death certificate can't be issued unless without the intervention of the court.
