Noc problem from employer

I am working in bihar govt . as Asst.Engineer and I want to pursue PHD from a college as part time ,but college needs NOC from my department. And my department is saying that we can't issue NOC during probation period.Am I need to produce NOC to college as I am probationer.Or Can my employer reject to produce noc on basis of my probation period. Also in Bihar service rule there is no provision mentioned regarding such. What should I do now?

Dear Client,
NOC is necessary if you want to pursue any course in any college and as per your employer, you should wait for the probation period to get over. Then waiting would be a better option.

Whenever an employed person wants to pursue any further qualification by attending s course or college usually the college needs an NOC from the employer. So, as per the college rules you will have to bring the NOC and asp per your employer you will have to wait till your probation gets over.
