If money lender has a licence then he can charge 10% interest

If the money lender has the license then he is allowed to lend money and there is no restriction to his business of money lending. About the interest rate it depends on what you and he agrees for but it can not be exorbitantly high. 10% seems to be ok as even the banks charges more than 10%.
