Legal advice needed

I am a b.sc passout student in 2021 August. In my 5th semester examination 2020 my college marked me absent and I was unaware of this because there was online examination so after declaration of result on June 17 2021 I got to know that one of the practical subject is marked absent then I contact to college and showed them the google form receipt that I received while submitting of answer script then they send a letter to university for rectification and according to college authority the letter accepted by university. Then after that I got my 6th semester exam and I have cleared that successfully on August 2021 and my final marksheet came and that shows 5th semester not cleared. That means the marks not updated and still I am waiting for rectified marksheet. I mailed my college several times they says wait wait and wait. I mailed to CONTROLLER OF EXAMINATION CALCUTTA UNIVERSITY she replied that as your college to contact us with relavant document. I again mail to my college conveying the message of COE. They said we will send again to university after feb 2. So what should I do now I am stuck between college and university. Can I go to consumer court against my college or university?
