Electric connection being refused verbally and no reason in writing

We have applied for a new domestic electric connection on as per new regulations of HPERC which says that no NOC from municipal corporation is needed but HPSEBL is refusing verbally to process my application and says that they will go to court against these new regulations but I called electricity regulatory commission which says that these new regulations are in force from the date of publication in govt gazette on 21/01/ 2022 until stay order of court or HPERC itself is passed against these new regulations. Kindly suggest the procedure to get justice.

You need to give the application in writing and let them refuse in writing after that you can go to the court to file a writ petition against them and get the order in your which they will have to honour.
