It is better if the police officer involves higher authorities of his department. He may also proceed to the court for the same. However, the police officer has all the right to arrest the person in such a situation.

This is a serious matter and it is suggested that your friend should intimate his seniors about it and apprise them about all that has happened or possibly could happen within the powers of police authority.
In case the seniors think that this matter can get worse then he can also be transferred to some other department of PS. But I am a bit surprised that a mafia is able to harass the police in this manner. The police department should take care of this issue.
