punishment under POCSO

How can a court award life imprisonment to a man who was booked under POCSO act, in which a girl aged 16 accused man of touching inappropriately & asking for oral sex (considering that medical exam said hymen was intact or no marks found on body, also in FIR girl didn't used word "rape")?
Is just the statement of girl that "man touched inappropriately & asked for oral sex" enough under POCSO to punish man ?
