Retained to use comman facility

I am the owner of a duplex villa in Jaipur and I am having a tenant at my first floor. The society members are not issuing my swimming pool pass stating we will not issue as you are having a tenant. I have paid all the maintenance charges and also has paid the club house charges. Can I be stopped just because I have a tenant?
