Drinking water department

4 months ago Under har ghar jal scheme the concerned department has laid their two main water pipe line infront my house, due to which my bike slips every time i go outside of my house and can cause a major injury. I have complained about it in cm portal but they are saying they will make it under ground soon but it is now 4 months and nothing they have done. Where should i complain what should i do
