Builder issue with maintenance Nd service

Hi sir i am resident of virar mumbai.
Out builder has given possession without oc to us by saying you we will get oc in few months so you can shift and he forced us to shift as he want flat money faster but since now we didn't receive oc since 2019 when u took the possession.
And other thing is that their was no individual meter so he gave connectioy from his commercial meter and he charged us by commercial rate from us.
Now from past 6 to 8 months 2 of 1 lift is not working and he is not repairing the lift as he told you have used you people have to bear the cost of repairing and maintenance cost. Which I we don't have any clue about this.
Other thing is that diesel cost for running the DG and lift he took from us by saying that deisel cost is the part of electricity not included in maintenance.
We are getting water by tanker their is no answer from builder when we will have water connection. And he is also residing in the same building and we saw that since he came to stay he is using water 24*7 and we members are getting irregular water and 10min only.
As per the brochure he suppose to give intercom but still is pending and in lift cctv is not working from last so many month and we informed to him told that cctv amc is completed so not able to do.

He make us sign the project extension letter by threatening that you will not get electricity meter connection. And he make us signed the society formation letter by saying that if you don't sign your daily service will be disconnected.

Please help us to solve our concern and what we can do from this builder
