A.Write a joint petition (at least two respectable citizens of the locality) against these gang of goons under the Goonda Act of your State to the SP/CP. The matter will referred to the DM. The identity of informant will not be disclosed. DM will conduct its own investigation and aftermath will follow.

A.Rowdi type people and vagabound youngsters take advantage of these festivals, though law is there for everything, it is better for you to manage by paying something to them.

A.The best idea would be to build a consensus among the people living in the neighbourhood and jointly file a criminal complaint against such persons.

A.Dear Sir, I will be practical with you while answering this question. Yes there are laws to protect you against any kind of threat and they cannot force you to pay. If you lodge an FIR the Police will have to take it and register. But as you know the system is. For such matters Police cannot come and stand next to you all the time and every now and then these people will harass you directly and indirectly. Also the local neighborhood will ostracize you for not participating the local events by paying the amount.
Having said that you can take it up as a challenge and go ahead but be careful about the outcomes and fallouts. I repeat yes there are laws to protect you if you want.
