Builder issued demand letter for more money without resuming construction on site after 4 years and Bank have rejected demand letter due to work not started on site. how to handle such builders

A buyer can file a case and send a legal notice to the builder for delay in possession under the RERA Act, 2016 or transfer their case from a CDRC to the State Real Estate Regulatory Authority.
