Rest and compensatory rest provision

I am working as junior engineer in pway department of railway .it is supervisory post as per railway .there is no provision of compensatory rest .if any rest due (sometimes mostly rest get due)..we get nothing if dues
Is there any solution of compensatory rest if rest dues.
Railways rules are running since railway started with a speed of 50kmph but now we are going through a speed 160kmph .after getting a lots of change in railway system but we are facing this problem

Compensatory Leave shall be equal to number of days for which an employee is required to work during Sunday(s) or holiday(s). Such Compensatory Leave shall be granted by the Director in advance but treated as Casual Leave.
