Few days back NTC was declared insolvent by a bench of NCLT and also appointed IPR for the same. So I have a legal dispute currently going on with the NTC in the Civil Court since 2013 for which Court has also granted me Interim Stay order in 2013. Also the said property as of now comes under disputed property which means NTC (Corporate Debtor) isn't the owner of this property, as of now. So what are the consequences for me after this NCLT ruling.

Secondly does the IPR officer has the power to bypass Stay Order granted by the Civil Court in 2013 and dispossess me from the said property?

A.Dear Sir,
It seems your case might have been merged with the proceedings before in NCLT. However, you can restrain IPR officer not to interfere with the property under stay and thus you may get some justice.

What was the interim stay order granted for? Once a company goes under liquidation and usually NCLT passes an order putting stay and restriction on any further legal action on or by the corporate debtor.
