If someone make a big scam of money how the police can arrest them

You should be knowing that whatever we do on internet through any website or app it leaves digital footprint on the inter net which cannot be deleted and if the police or agencies want they can trace the IP address of the device and find them. But for police to take action someone has to lodge a complaint with the police.

you can complaint on the same to the cyber cell and they will proceed further with the case. if it needs arrest, then they will arrest the people who are doing scam on whatsapp. if the scam is not done through social media, a complaint should be made to the police and they will take the case further.
