Power of attorney issue - father and his brothers

Hi my father and his brothers have a piece of land in Chennai. They tried to sell the land but it has no way to reach. An agent came in 2012 and made a POA and informed to sell the land within 6 months. He paid 15 lakhs in advance. But till now he has not sold the land. He has got original documents from one of the brother without consulting other brothers. Now we don't have any original documents except the mother document. He has made an agreement to a person who is politically strong. Now they are demanding around 70lakhs to cancel the POA and to give back the original docs. The one with POA is demanding 15+15(interest)lakhs and the other made agreement is demanding the remaining amount as he has got online patta by spending 40lakhs it seems. This agreement with new person has been made without our knowledge. Few months before we came to know all the story happened. We came to know because a person is willing to buy the land who has land surrounded by our land. Actual market value of our land with way will cost 8-9crore. But he is asking just for 1.6 crore by knowing all the difficulties. And to cancel the POA and get the original docs it will cost 70 lakh. We are getting a very less amount as this is our only source to get a house and close all our debts. please help us? I don't know where to approach in government to check really way is there or not. I have given the request to know about it in PMCell but still no reply. I want to solve the issue of way and get the docs from them and sell the land at least 50% of the market value.
