OBC NCL certificate

I am from Karnataka belongs to Muslim community (OBC) I am working in a private company IT industry. My salary is above 8 lakhs. However many places I read that income from salary and agriculture is not included to calculate 8 lakhs limit to avail OBC NCL. Wanted to confirm this? Is it varies from state to state? In that case what is Karnataka rule? Can I apply it in Karnataka. This is for my son's education purpose.
A.In my humble suggestion, if someone is applying for OBC NCL certificate, the applicant must be a citizen of the applicable state. The applicant must be a member of an OBC or MOBC-in the that State, and their yearly income must be less than Rs 8 lakhs.
