Green Bricks NA plot fraud

I purchased a plot in their Rio Vista project in the year 2014 which was applied for NA. But till date, the land is in as-is condition there is no development done nor NA approved. My hard-earned money has been completely wasted and misused by this GreenBricks developer.

The developer is using innocent customer's money to fulfill their personal dreams. It's a humble request don't invest in this crap trap.

In 8 years time span entire township can be developed but this developer keeps giving different excuses and promises.

Lately, they have come up with new technic to prevail more money from buyer's who are already stuck by asking them to register the plot for Rs. 50750/- (a plot that doesn't exist, as there is no leveling, fencing, boundaries and tar road)

I am sick and frustrated with their fake promises and fraudulent activities and looking for legal help but don't have any agreement that says the builder will refund money in case of delays
Can I register case in consumer court?
