Fee Refund - I tried to join my brother in Zica

Dear sir,i tried to join my brother in Zica(Zee institute of creative art), Hyderabad for VFX course and approached them,but one person working in ZICA itself said that studying in their institute is of no use and guided me to join in Production and I have paid 15,000 advance to him.i joined my brother in the production by paying 1,20,000 by phonepay.My brother hardly attended for 10 days,as he is not satisfied with teaching and training they have provided and decided to quit the institute .When we are asking for a refund saying we are not satisfied with the training provided by them,they refused to give a refund,here with is it legal in my case to ask for a refund if so how can I send the legal notice to him .
In this issue, definitely you may go to a consumer court with relevant proofs and evidences which shows the poor quality of education against the institute.
