Khata conversation - I want to buy a b khata

I want to buy a b khata site in hsr bangalore . I want to convert to A khata. Can I do that immidiate or in some window? My dealer says can it done immideate 4.5 lakhs ( legal?) Thanks
A.Sir, B Khata to an A Khata conversion is possible provided that the owner of such a property pays the B Khata to A Khata conversion cost, clears pays the all dues, including property tax, DC conversion charges, as well as payment of the betterment charges levied by the BBMP.7
