Society formation not happening even after 7yrs

I bought 1bhk house in 2014 (8 yrs back) at my native place that is Talere in Konkan which falls in kankavli district. Total flats 21. In 2015 builder arranged one meeting and asked members to pay Rs.300/- maintenance so that he will take care of common light bill, water pump and other building maintenance activity. I paid it regularly to builder till Jun 2022. Builder not formed society till date even after following up with him past 7 yrs. Now society members, except 1-2, no one wants to form society. Further in Apr 2022 one of the member of society had marriage function and he used electricity from common meter as well as used water pump for the function to extent that electricity bill for Apr 2022 was Rs.30,000/-. As there was no control over this usage he utilized it and builder refused to pay this bill and asked members to contribute and pay. With high usage of water pump, pump got damaged and cost 14,000/- for repair, which members contributed (15 out of 21 contributed). As common electricity meter bill is not paid by builder and not by members, it got disconnected now. Builder is ready to form society but members are not ready to form society. What to do?
