Is selling 786 no. rupee note legal? Can one sell it on cash transaction? Is it legal?

It is illegal since a currency note bearing last numbers as 786 cannot be sold higher than the face value of currency note.

A.Dear client, in my humble suggestion, there exists no 786 Rupees note, so there is no point of selling it.
