Neighbor's sewage water flowing into my compound Neighbor's sewage water flowing into my compound

Neighbor's house has 0 setback. His sewage water pipe in 1st floor is in the process of being repaired. In order to repair the pipe, he needs to do it from my property because his house has no setback. Halfway into the work, we had a disagreement, so the work stopped and now the pipe is now left open for the waste to fall completely in my compound. In the meanwhile, neighbor uses the lavatory in 1st floor and the sewage water flows into my compound. He owns the entire building, but chooses to use the lavatory in 1st floor to cause us inconvenience. Am I at fault to not allow him complete the work? Can I file a police complaint against him for letting his sewage flow into my compound?

A.Dear client, in my humble suggestion, it is better if you can sort out your differences and get the work doe. Otherwise, you can file for a suit of nuisance.
