My brother passed away in Feb 2022. My brother and his wife does not good relationship. She left home in Nov 2021.
My brother wrote a Will in Jan 2022 leaving his land to my younger sister.

Now, to change name of passbook to my sister, they r asking FMC. My brothers wife will not sign and we donot know where she is. She only married my brother for money.

Without FMC changing name on passbook is not possible as it is not registered Will. Please suggest.
VRO asking for his wife to be included.
