If in this situation the complaint filed by the girl gets registered as an FIR then the Boy in the complaint can get arrested if the offences are serious and exceed a punishment of 7 years. In this case the Boy should file for an anticipatory bail under section 438 of CrPC and should then try to quash the proceeding by using section 482 of CrPC.

A.Depending upon the density of grievance and the charges alleged against the accused, the police authority decides whether to arrest or not but in your case, if you cooperate with the police and take necessary bail from the competent court with the help of an advocate then no police authority shall arrest you anytime in future unless it is necessary for proper investigation.

The arrest of a person depends on many factors like what are the sections under which he has been charges, how serious is the crime and the happening of crime itself. It is not necessary that everytime the police will arrest whenever a complaint is made.
