Grama panchayth PDO not giving my ancestors property details

Dear sir/ Madam,
My mother wanted to file partition suit, as we lack of documents my Mother went to Grama panchayth to enquiry about My grand parents property details but PDO refused to give Details without revenue payment receipt, when they refused We asked them to Give under RTI act application, he agreed to give but asked us to present family tree certificate. To obtain family tree certificate we need to submit 2 of My uncles ID proofs, since already a partition suit is running how will they give their ID proofs to get Family tree certificate? We stucked in this difficult situation , what is the next step have to take please advise. We have urgency of submitting the documents. Please guide.

An Attested Family Tree is required to support other requirements supporting the Inheritance of Property.
Any address proof (Adhaar card ) can be used as ID proof to obtain the family tree certificate. Present it and get the work done. Why should it be a problem to furnish them even if the partition suit is going on? I hope you have your originals with you.
