Sexual Assault - neighbor a dirty

What can i do here if a neighbor a dirty man who looks at my mother every day when she is working and doing households when in the balcony. He has two daughters too and today I heard her daughter shouting I think something is wrong there I can't even do anything as I aam a minor and this is fucking India with no law nothing i didn't know what category to select so i selected this
