PG Owner not Returning Security Deposit

My Son is Pursuing CA and currently he lives in Ahmedabad. The PG in which he was staying previously had many issues and he had to leave it. Now When we talked to the PG Owner initially, He demanded One Current Month Rent and Security deposit equivalent to one month rent. This was Orally decided by him. The PG had no Identity proofs of its Own and The Rent was 12000 + 12000 Security deposit. The Amount of 24000 was paid by 16000 in cash and the Rest 8000 was paid via Bank Transfer. However Later After few days when we demanded a Receipt. He gave a PDF document of Receipt of 16000 and 8000 also. Since it was PDF it was not signed by him and it was in the Name of PG which is Unregistered. Now Even After 1.5 Months, He is not returning the Security deposit and Not even Picking Up the Call. What can we do to get our Deposit Back ? Shall I File a Case in Police Station or Directly to the Consumer Court ?
You should immediately lodge FIR in police station and explain your situation to them.
