My sister is not giving possession of the land My sister is not giving possession of the land

Hello sir/ mam
We are two sisters. both our Father and mother are dead. Our father has registered the land in both of our names. My sister is not giving possession of the land because the "Porcha"(Record of rights of the land) are in our father's name.
If we want to do "The Porcha" in our name then we need the death certificate of our father , but my sister is not giving the death certificate of our Father. Father death certificate is required for "Porcha"
My sister has the death certificate of my father, but she is not giving the death certificate.
Seeking advice on what to do to get my father death certificate ???
