Sumeer aquel - My neighbor open water tap

My neighbor open water tap and leave just like that for waterling plants and not closes the tap for hours. This is causing water storing at my wall and caused coldness from inside. Upon talk they have said that they continue doing that. What can be done in this situation

A.You can send your neighbour a legal notice regarding the same. If then also the neighbor does not stop to commit the same wrong repeatedly then you may file a complaint to the local municipality against your neighbor.
