Fraud by an RTO agent

A RTO agent done fruad with me by taking 10,000 as a bribe and told me that i will make license no matter you know how to drive a car. I gave him money in advance because in my brother case he did his work but in my case he is not taking any action . And 1 year is completed but he always give me excuses! Can any solution of this problem?
