Query related with plot in Agriculture & No Development Zone

I have purchased 1,500 square feet plot of land in Agriculture & No Development Zone in Wagholi, Pune. Can I construct a residential or commercial building on the plot without Pune Municipal Corporation permission? And will I get a loan for such construction from any bank?

It is advisable to take proper permission from the Municipal Corporation, or else you might fall into trouble later.

Plot holders below 1,500 square feet can erect the construction without submitting the plan to local bodies but will have to pay the development fees and maps to the municipal corporation. In order to get loan you can enquire about it in various banks.
