Yes, a person of Maharashtra can file PIL in Delhi High Court. But issues raised in the PIL must be with respect to the public interest of the State of Delhi.Any citizen of India can raise issues of public importance in any of the Hon'ble High Court, subject to that the matter should be within the territorial jurisdiction of that Hon'ble High Court.
