Family Liquor license (CL9) transfer details

My grandfather had a CL 9 license, where he had 3 sons and one was my father. The license has been sold by other sons without our knowledge. Can I lodge a case ? is it required to have a family tree while selling the license

A cl 9 license cannot be transferred without the permission and grant of the authority, moreover it was a transferred one from the main holder.
You can send the a legal notice and also inform the concerned authority.
