Related to night duty timings

Sir/madam I'm working in rail mail service part of post office as a gds. I want to know whether there is any ruling related to night duty in govt departments. I requested my higher authorities to change my duty time as it is not safe to go alone at 11pm. But I'm not getting any response instead I have to listen things like if you want to work then don't tell us it is not safe timing. So please provide me guidance to solve this issue.

You can not challenge working hours in Government departments and they will tell that you were known of this fact earlier and you can deny later.
