A.Dear Client
Initially you should send a complaint via email and if you do not get a reply then you have to send a legal notice. After that if you did not grt any remedy then you can file a consumer compliant in the consumer forum.

A.Hi client,
You can write to them via mail. If no response you can send them a legal notice. If again no action is taken you can file a case in the consumer forum.
As the amount is quite lesser, it is advisable to settle the matter, rather than filing a consumer complain.

A.Dear Sir,
It is a small amount so you are legal expenses may be 10 times of cost of the bag. You may approach the said person and request for replacing.
