Company Not providing Experience letter

I have worked For 1 Year in HCL . I had a bond for 2 years but i haven't signed the service agreement where the bond was mentioned The company is asking me to pay dues .But if i have not signed the service agreement can i still claim for the experiemce letter ,I completed my Notice period of 3 months and the manager and Organisation accepted my Resignation.
