Clarification letter by RPO

I have book slot for PCC for Saudi Arabia but after 1 week Saudi Arabia has removed rule of pcc is not mandatory. So on verification call from police he asked me my offer letter Saudi Arabia company i told it will be available in a week. After he said for saudi it not required close the file but after a month i got a letter from rpo regarding clarification for pcc insufficient documents.
