Delay in possession Builder is no paying the compensation Delay in possession Builder is no paying the compensation

As per Construcation agreement builder has the handover the flat by Oct 2022 with the Grace period of 3 Months that 31st Jan 2023. Now Builder is informing me the he will handover the flat for my interiors as the brick work electrical and bathrooms were completed by 31Jan 2023. There is no EB, Water, Common flooring not done, No CC, Not completed the painting in common areas No Lift (our flat is in 4D) and not even the stair cases are finished. But the Builder claims no compensation I will handover your flat for Interiors.

In the construction agreement it has been mentioned as "5.2.1 Promoter fails to provide ready to move in possession of the Flat to the Allottees within the time period specified (including grace period). For the purpose of this clause, 'ready to move in possession' shall mean that the Flat shall be in a habitable condition which is complete in all respects"

How do I ask for the compensation I have paid 95% payment ? What can I do help me
