Services not provided by the association

Hello,
The association collected money to install and commission water meters in my apartment building. The meters have been installed, but are not yet commissioned. As a result, I am being forced to pay for water by per sq. ft. and not actual usage. I would like to seek compensation for the hardships caused by this delay. Could you advise?
