Regarding buying of plot

I want to purchase a NA land in pune ,which i am getting but that land has NA order of 2008 with 10 acre area town planning sanctioned but now they are selling plots of 1250 sqft and they are saying you will not get loan property because it has NA order of 2008 and as per new rule plotting should be PMRDA sanctioned,sholud i buy that plot or not.
